macOS 15.4b1: No Setup Manager UI at Setup Assistant #81

Provisioning a machine running macOS 15.4b1 and after the MDM enrollment in Setup Assistant I get dropped to the login window, not Setup Manager. The actions of Setup Manager installing software still happens and can be seen in the logs later at /Library/Logs/SetupManager.log, it just doesn’t show the SM UI on screen.

just to summarize what was found out in Mac Admins Slack. macOS 15.4 beta1 changes the order of some of the Setup Assistant panes. Most relevantly, the "Location Services" pane now appears after user creation or login window. If you need a pane to appear before user creation/login window, you now have to use "Terms and Conditions" or switch to running Setup Manager at login window

thank you for the report. In my testing with macOS 15.4b1 so far, Setup Manager is working fine (both 1.1.1 and 1.2beta).

Something about your setup is conflicting with something new in the beta. Don't know how much of your configuration you can share. I'd be especially interested in which Setup Assistant panes you skip.
