We have had Setup Manager for a while and it has worked flawlessly with Setup.Manager.1.1.1-498.pkg and macOS 15.3.2
Now in macOS 15.4, I noticed that things have changed.
Setup Manager is not executed at all. It skips ahead to Jamf Connect. This means that several packages are never installed.
I have pushed the newer [Setup.Manager-1.2.1-554.pkg] but with the same results.

Had the same issue today. Just enabling the Privacy pane solved the issue.
Run at option is not set in our plist.
I guess the run at with Login Window is also a possible solution, as it can no longer run if there is no pane, but the login window present. Using the Login Window setting moves it there and will run.

BTW: Setup manager is still running even though you cannot see it. Our workflow does not contain any custom entries and therefor it did its job and about 10 mins later Jamf Connect appeared to create the account. I guess without Jamf Connect and entries needed, this is not the case.

I experienced the same issue on 15.4. In my case, I was skipping all the macOS Setup Assistant panes except for Location Services.

For me at least, it seems that 15.4 no longer shows the Location Services pane during the Setup Assistant, and instead shows it when an MDM-enabled user logs in. This means there were no panes left to be shown after Jamf Setup Manager finished running, so Jamf Setup Manager would briefly start, but then close soon after and the Mac would go to the login window.

To get Jamf Setup Manager to show and complete during the Setup Assistant, I had to add the Privacy pane to the Setup Assistant steps. This made it so that there was at least one pane left to show after Jamf Setup Manager completed running, which allowed it to start and complete successfully.

I had similar issues with 15.4, so I decided to update my Configuration Profile to use the Setup Manager 1.2.json vs 1.1 along with the latest version of the package v1.2.1-554. I also had to change my "Run at" to Login Window instead of Enrollment.
Everything seems to be working fine now with the exception of the Location Services window showing up after a user logs in to the machine.
