Two-Phase-Setup, macOS 15.5: Setup Assistent tries to start again after logout, reboot, shutdown #61

Jamf Setup-Manager versions: 1.2.2, 1.3Beta
Affected OS Version: 15.5
Setup: Two Phase Setup

Issue: After finished Jamf Setup-Manager setup on a following login (e.g., after logout, reboot, or power off) a pane of Setup Assistant (flickering window with two buttons in the left lower corner) tries to start up again. The Device is not usable.

A test with macOS 15.4.1 (Jamf Setup-Manager versions 1.2.2 and 1.3Beta) does not show any issues.

So there must be an issue / change with Setup Assistant in macOS 15.5.

Has anyone observed the same behavior?

Does anyone have a solution / workaround which works with macOS 15.5?

I would recommend removing half of the actions in the Setup Manager profile and testing again. If Settings works, repeat with the other half. Repeat until you have identified the installer or configuration which causes this.

If the issue occurs either way, turn off Setup Manager completely to determine whether the problem is caused by Setup Manager.

Thank you for your hint.

I tested with "Get started", "Location Services", "Terms and Conditions" and "Touch ID / Face ID" panes visible in Setup Assistant. All other panes are hidden.

Now, the latest macOS 15.5 build and Jamf Setup-Manager is working again.

I will try to reduce the setup to "Get started", "Location Services" and "Touch ID / Face ID".

Weird behavior.

There was an issue with 15.4.x: if you rebooted while Setup Assistant was showing the T&Cs pane, but before the user could acknowledge the T&Cs, the system might go into a reboot loop when logging into a user. This particular behavior was fixed in 15.5, but since the reason to enable the T&C pane was also fixed in 15.5 I'd recommend turning that pane off again, should you have enabled it.

Short additional info:

According my findings, "Terms and Conditions" must be visible in Setup Assistant. Otherwise, when Setup and configuration has been fully finished, a reboot, shutdown, or Logout / Login starts the Setup Assistant again.

So to me the T&C Bug still exists.
