Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

After upgrading to macOS Tahoe, many users see JSM launch regardless of if a config profile is present and it running once previously. Upon running the uninstall script, I discovered the setup complete file is missing which is why it launches again. Attached are logs from a sample machine.
It also does not ever start after it launches at getting ready. Likely b/c there is no profile telling it what to do.
Possible fix is if there's no profile it doesn't launch similar to the setup complete?

This seems to be a situation where Setup Manager got re-installed somehow and then couldn't complete the workflow successfully.
