fix(querier): apply the limit to scalar trace operator queries (#13091 )

#### Description

- Scalar trace operator queries ignored `limit`: `buildScalarQuery`
ordered the groups but never added a `LIMIT`, and post-processing only
limits time series. Table, Pie and Top List panels over a trace operator
showed every group.
