Should i do a complete reinstall? Beacuse i reinstalled PTS yesterday on the same machine but that did not help. I can reinstall my whole machine linux included but would rather not do that.

I have seen similar issues in the past. Seems to be related to certain permissions when arrs are setup that prevent it creating new directories in the root folder.
If reinstalling isn’t an option (or still not working) then a work around is to manually create the directory; in your case ‘Once Upon a Time in Hollywood (2019)’ directory and uploader should then upload the movie.
Far from ideal though.
